Julian Leizerovici is a senior construction claims and dispute resolution consultant with more than 40 years of international experience in major infrastructure, transportation, aviation, mining, and urban development projects. He has held executive leadership roles with owners, contractors, and consulting firms, managing the delivery of complex capital projects and resolving high-value construction disputes across Canada and internationally.
Julian specializes in construction claims, dispute resolution, contract interpretation, schedule delay analysis, differing site conditions, change management, and commercial risk assessment. Throughout his career, he has prepared, managed, and resolved numerous complex disputes involving public infrastructure, transportation, airport, mining, and industrial projects through mediation, arbitration, adjudication, referee proceedings, and other contractual dispute processes.
He founded and led Aecon's corporate dispute resolution division, providing strategic claims support across the organization, and later advised on large-scale construction claims as a Senior Advisor with FTI Consulting. His experience includes evaluating contractual entitlement, delay and productivity impacts, scope changes, commercial damages, and the allocation of responsibility in complex construction matters.
In addition to his claims and dispute expertise, Julian has directed the planning, development, and construction of major aviation, transportation, mining, municipal, and mixed-use development projects, including landmark projects at Toronto Pearson International Airport, major highway expansions, transit infrastructure, and large-scale urban redevelopment initiatives.
Julian has provided expert testimony in arbitration proceedings and has extensive experience supporting mediation, adjudication, and other formal dispute resolution processes. He is fluent in English, French, Spanish, Hebrew, and Romanian.
